Tanguy Swinnen is a member of the OASIS eGov Member Section Steering Committee; his term extends to January 2010.
Mr. Swinnen has worked in the area of the European Institutions. His first missions in that scope was around the topics of modeling, starting from traditional database, XML and application modeling and being now more at the level of enterprise architecture.
Tanguy's current involvement in the aspect of enterprise architecture for the European Institutions gives him a global overview on the issues European Institutions are facing in terms of information systems. Although coming from a technical background, Mr. Swinnen's current position at Deloitte brings the right balance between a “all-IT” vision and a “business-centric” vision (please do understand here “business” to be core mission of the European Institution either when dealing with member states, or with citizens).
Since the very beginning of his work in the domain of modeling, Tanguy is a strong defender of the use of standard as facilitators for a common understanding and a support for clear communication - issues regarding the exchange of data are coming more and more often on the table when working in the area of the European Institutions; the way to provide information to the citizen is becoming a subject of even more and more attention. Indeed, his strong believe in standards like TOGAF led him to read other standard initiatives like UDEF (and its representation via RDF), and then come to the way interchange of data may be solved by the design of a common, standard approach. Mr. Swinnen will be an important part of the solution by bringing a mixed (IT / business) view on the debates.
